Bureaucratic politics - Extensive literature review

Compilation of bibliography on the public bureaucracy, focusing on politicisation and political connections of bureaucrats. The repository contains the collections with selected texts, content analysis, and bibliometrics. Hence, it is useful for those seeking summaries of the state-of-the-art literature in this domain. The research project aimed to systematically map the literature concerning the political affiliations of bureaucrats, particularly examining their interactions with interest groups. Utilising Scopus and Web of Science databases, publications on this topic spanning from 2000 to 2022 were meticulously gathered.

Capital x Labor in the Creative Industries: A Marxist Approach to Copyright and Related Rights

This paper aims to develop an alternative framework to understand copyright based upon a Marxist analysis of this field. By providing bibliographical research on both the fundamentals of property theories and Marxist perspectives, I try to promote another understanding of how creative industries operate. Therefore, the paper provides a literature study on both intellectual property theories and Marxism. Regarding intellectual property theories, I focus on four types of approaches: welfare theory, labour theory, personality theory, and culture theory. Regarding Marxist perspectives, I explain most fundamental concepts such as “class,” “exploitation,” and the relationship between classes and the state according to a Marxist view. Then, I try to build a framework that links these concepts. Finally, I employ this Marxist framework to the “modus operandi” of copyright core industries by analyzing how stakeholders interact with each other and to what extent they may affect public policies on copyright and related rights. In the final remarks, I suggest a research agenda on Marxism and copyright. Thus, this is a preliminary exercise to encourage other studies.

Reflexões sobre nomeações a cargos públicos no Brasil: a experiência de três secretarias entre 2011 e 2018

The paper aims to explore the potential and challenges of studying the politicisation of bureaucracy in Brazil. It incorporates a comprehensive literature review, exploratory data analysis, and three within-case studies of nominations in ministry agencies from 2011 to 2018. The paper identifies gaps in understanding the role of interest groups in appointing high-level nominees and draws upon specialised literature on pressure politics. The analysis of three national secretariats from different policy domains introduces new theoretical insights into classifying and measuring the concept of politicisation. The author hopes that these findings will contribute to studying politics and bureaucracy.

Disputes over intellectual rights in Brazil: interest organisations and their impacts on copyright law

This study delves into the causal mechanisms underlying issue salience and business influence through a detailed case study on copyright reform in Brazil. I utilised bibliographical and documentary research methods to examine the statuses and legislative agendas of various groups and stakeholders invested in either maintaining or altering copyright laws. By scrutinising public hearings and draft bills discussed within a special committee of the Chamber of Deputies, I mapped out the policy participants and their political inclinations. Employing a combination of process tracing and preference attainment, the analysis aimed to identify the winners and losers in this discourse and the strategies they employed to achieve their objectives. In contrast to previous findings, the case study revealed that certain participants acted as countervailing forces against powerful groups, although business organisations still managed to secure minor concessions.

Bureaucrats, interest groups and policymaking: a comprehensive overview from the turn of the century

This paper examines the intricate relationships between government officers and interest organisations, a topic receiving less attention than their connections with ministers, elected officials, and political parties. Through an extensive literature review, employing bibliometric techniques and qualitative content analysis, the study analyses 415 papers published between 2000 and 2022. It uncovers trends in authorship, research methods, and geographical focus, revealing a concentration of research networks in the United States and Europe, primarily focusing on the global North. The findings highlight a need to explore further the causal mechanisms between interest group access to bureaucracy and their influence on public policies. Additionally, the paper proposes new perspectives to analyse these political connections, stressing the importance of more regional diversity in research to develop comprehensive theoretical frameworks applicable across different contexts.

I have a large experience teaching graduate courses. At the Federal University of Sao Carlos (UFSCar), I was the module leader for Topics in Public Policy: Politics, Bureaucracy, and Interest Groups (2021) and Democracy and Civil Society: Lobbying and Interest Advocacy (2021). In these two cases, I prepared all the materials, selected the readings for the syllabus, coordinated and marked the assignments, and undertook all the administrative tasks besides preparing and giving the lectures. In addition, I co-taught the modules Extreme Right Populism (2020) and Political Theory Seminar (2021). I also co-taught an undergraduate module focused on political institutions. At Aston University, I co-taught the modules The Governance of Global Problems and EuroSim: Learning Negotiation through Simulation Games under the guidance and supervision of Dr Patrycja Rozbicka, senior lecturer. I prepared the materials, helped with assignments, and gave lectures.
